This is a really good article out of Charleston, SC on the customs agents who try and keep insect pests from entering the country. No surprise that wood pallets are a major source of invasive foreign insect species.
It was wood pallets that brought the wood-boring Asian long-horned beetle to the U.S. Free to multiply unchecked due to no predators in the States, this pest has devastated ash forests in the Northeast and elsewhere. According to the article, despite global regulations requiring wood pallets be treated against insects, bad bugs hitching rides on wood pallets is still all too frequent. maybe not using wood pallets is the answer.
